Orrin N. Carter was born in Jefferson County, NY on January 22, 1854 and migrated to Illinois in 1864. He attended college at Wheaton and graduated in 1877. He was admitted to the bar in 1880. He served as county superintendent in Grundy County, Illinois and then as prosecuting attorney. In 1894 he was elected a judge for Cook County, being relected in 1898 and 1902.
